It seems Dallas wanted to get Niskanen's contract off their cap to go hard after Hemsky. The deal saved Dallas about $3 mil. under the cap.

In any event, it's a great deal for the Pens. I love Neal's size, age and scoring ability. Not to mention, he's a RFA for 3 years. Adding Niskanen maintains 7 NHL caliber defensemen on the roster.
