The definition of a defenseless receiver already has been extended. Now, a receiver who has not had time to protect himself or has not clearly become a runner even if both feet are on the ground is considered defenseless.
this seems like the defender has to allow the receiver to catch the ball and then tackle him, especially if he's going across the middle? Aren't plays broken up by hitting the receiver as he catches the ball? Now they have to "have time to protect himself?" Seems like something that will give the refs a lot of leeway in controlling the outcome of games.
