I do think it's strange that a defensive player gets 15 yards for even touching a facemask, but a runner is allowed to jam his hand in the defender's grill without penalty as long as he doesn't actually grab it.

I always assumed that was because as the ball carrier, a stiff-armer is not likely to pull the head any given direction. He is pushing more than pulling. Can't think that's much more force on a player's neck than during a typical tackle that goes to the ground.

A tackler would seem much more likely to injure a ballcarrier by pulling and twisting a player's head as he runs a different direction away from the tackler.
