Yeah, he definitely did.  Ask yourself whether you could ever, ever see Dick LeBeau saying those things. 

What's fair punishment?  Lifetime ban?  A season, or more?  What hurts the sport more, taking out players, or cheating in games (and winning your dynasty SBs by 3 fucking points each)?  Spygate and Bountygate both had the potential to change the course of NFL history.  Pretty sure Spygate actually did.
